Special Session Bills

HB1A / SB2A: Property Insurance

Creates the Florida Optional Reinsurance Assistance program (FORA). Authorizes eligible insurers to purchase reinsurance coverage under FORA.  Amends existing laws to provide additional market conduct examinations, delete rights to one-way attorney fees, and revises conditions for claims settlement practices.

HB3A / SB4A: Hurricane Relief

Creates the Florida Emergency Management Assistance Foundation, providing $350 million from the General Revenue Fund for disaster response, $150 million for hurricane housing recovery and rental recovery loan programs, $251.5 million for hurricane stormwater and wastewater assistance grants. Provides disaster relief to local governments in Brevard, Broward, Charlotte, Collier, Duval, Flagler, Indian River, Lee, Manatee, Martin, Nassau, Palm Beach, Saint Johns, Saint Lucie, Sarasota, and Volusia counties

HB5A / SB6A: Toll Roads

Requires the Florida Turnpike Enterprise to establish a toll relief program from January 1, 2023, through December 31, 2023. Accounts with 35 or more transactions per transponder are eligible for an account credit equal to 50 percent of the amount paid in that calendar month. Additionally, $500 million from the General Revenue Fund is appropriated to fund the program.
